How he got a letter from the Once-ler's Gang:

Musa was part of a traveling carnival that was strugling to make ends meet. Joker decided behind their father's back to devise plans to steal money to help keep the circus and all the people that belonged to it from off the streets in the carnival. Musa and her cousin would often work on stealing, Bloom with Demolitions, Musa being the grifter/theif. There missions were acceptable. One one mission Musa found a little lost pixie and they have been together ever since. Musa even donated some of the money to kids on the street.

Musa was spotted one night by a blonde woman who admired her talents, this woman was Rapunzel. Rapunzel was so pleased with Musa that she sent her a letter and Musa accepted. So she's now attending the school.
